In Total Body Training II, Bob Gajda clearly explains why the usual and customary stretching and rehabilitation techniques often fail.  As a matter of fact, the athlete who is still doing the typical stretches, such as the hurdler's stretch, are actually increasing their chances of injury.  Stretching must be done through dynamic range of motion exercises.  These exercises are functional in their nature and require that the tendons being stretched are attached to already strong muscles.  Dynamic range of motion exercises not only stretch the tendons and muscles, but get these structures stronger.
The net result is improved athletic performance.
